Why is it that some palm OS 4 applications run under OS5 and some don't? Why is that?

In terms of a lot of old MIDI software, Palm switched to a differnet serial manager for OS 5. If an app was written to use the old serial manager it just can't access the serial port on a newer device so can't send MIDI data.
