This probably will run on a 3GS, what the developer has probably forgotten to do is to set the plist setup data prompting SM to work on phones/pads without a front facing camera. Simple really.
It did not cross my mind that he might have made a mistake, but it does sound more plausible. I was wondering what the hell the code was like, to get a granular app with minimal graphics to not run on the 3GS ;)

btw on his site it says:

Except this 'A-Delay' is listed in iTunes as compatible with any iDevice running iOS 4.3+
